About Elk County Office of Open Records

The intent of this site is to both educate, and point you in the right direction as far as requesting a particular record is concerned.

Information concerning the most requested records can be found within the menus on the left of the page. Also there, you will find contact and other information from the county departments most affected by the Right-to-Know Law, as well as where to go to find out more in-depth information on the state level.

If you have any questions, special record requests, comments, etc that go above and beyond anything you may find in the menus to the left, please feel free to send an email to the Open Records Officer Pat Straub at This email address is being protected from spambots. The Pennsylvania Right-to-Know Law (RTKL) became effective in January of 2009. It serves as a source for citizens, agencies, public officials and members of the media in obtaining public records of their government. Agencies are to ensure that citizens are provided access to records to which they are entitled. Equally important, requesters are to use good judgment in seeking records from the public body and not use this law to harass or overburden a public body from performing its other functions.

The Elk County Open Records website was created in order to make this process easier on both requestor and requestee.

We are pleased to announce that Pat Straub has been appointed as the new Open Records officer, responsible for overseeing and facilitating access to public records.
