Elk County COVID-19 Hospitality Industry Recovery Program (CHIRP)

The application process will open on March 15, 2021 at 9 am EST and will close on April 15, 2021 at 4:30 pm EST - The application link will not appear until the application window is open.
On February 5th, Governor Wolf signed into law Act 1, legislation that set aside $145 million in funds to aid hospitality industry businesses affected by the COVID-19 pandemic. 
-The program is open to Elk County based private (not publicly trade) for-profit entities that meet the following criteria:
  • Fewer than 300 total employees by full-time equivalent (FTE) during the February 15, 2019-February 15, 2020 timeframe and a tangible net worth of $15 million or less. 
  • Entities must have sustained a minimum annual revenue decline of 25% or quarterly revenue loss of 25% or greater in any quarter when comparing quarterly revenue between 2019 and 2020. 
  • The legislation requires grant recipients to operate within the Commonwealth of PA and have a NAICS designation within the accommodation sector (721) or Food Services and Drinking Places subsector (722). These are the ONLY eligible NAICS codes. 
  • Businesses must not be permanently closed at the time of application and the time of check disbursement. 
  • Applicants will be required to submit a W-9, 2019 tax return, and other financial/payroll information at the time of application.

Requirements and information is continually updated as guidance continues to be issued from the Commonwealth. Please check back regularly for any relevant changes as they will be updated here when deemed relevant to Elk County's program. 
The program will make $338,772 available to Elk County hospitality businesses. 
Should a business meet criteria, awards will be prioritized as outlined in the eligibility guidelines and per the legislation. Minimum award amounts will be $5,000 with maximum award amounts to be determined after review of all applications.

COVID-19 County Relief Block Grant Application Round 2

The Elk County Commissioners are pleased to announce that they will be accepting applications for a second round of COVID-19 county relief grant funding.  These funds will help offset the unexpected costs of the COVID-19 global pandemic in our local area.  The county will distribute these funds, and must follow strict state and federal requirements.  This new grant round is intended only for any applicant that did not meet the first round grant deadline of August 31st.  Applicants will only have until Friday, November 13th at 4:00 PM to submit an application.  Applications that do not meet program guidelines, or were already received in the first round, will be eliminated without notice. 

Anyone interested in applying for county relief grant funding should review the application guidelines on the Elk County website.
